Duties

Responsibilities: 

  • Provide prompt responses to internal and external customers  

  • Plan, develop, organize, implement, direct, and evaluate the District’s fiscal function and performance. 

  • Assist building principals in developing building-based budgets and provide regular counsel on fiscal and operational areas.  

  • Prepare and submit to ISBE the annual school budget and the audited annual financial report in compliance with State requirements.  

  • Plan, coordinate, and direct the District’s budget development activities and budget administration. 

  • Prepare annual levy options available under the Tax Limitation Act and manages the process of preparing, reviewing, and adopting the annual tax levy.  

  • Direct and implement an effective system of internal financial controls. 

  • Oversee the maintenance of financial and business records, reports, and district files as determined by district policies and state laws. 

  • Prepare multi-year projections of revenues and expenditures. 

  • Manage the District’s Accounting & Financial Systems  

  • Prepare monthly financial reports for all program administrators and the Boar; highlight any permanent variances in revenues and expenditures.  

  • Prepare the General State Aid Formula Claim and the Transportation Claim.  

  • Coordinate the submission of claims for School Lunch and Breakfast Programs, Gifted Education, Bilingual Education, Special Education, and other state and federal categorical programs. 

  • Prepare monthly financial reports for the Board of Education. 

  • Arrange and coordinate the preparation of the annual financial audit.  

  • Oversee Business Office Personnel  

  • Manage, evaluate, and supervise all human resources and business office staff. 

  • Perform Non-Certified Human Resources Duties  

  • Oversee the hiring, and evaluations of non-certified personnel.  

  • Handle personnel issues for non-certified personnel.  

  • Oversee and supervise Buildings and Grounds staff. 

  • Coordinate a system of preventative maintenance and duty schedules. 

  • Develop plans of compliance with safety regulations for school facilities.  

  • Make recommendations to the Superintendent and Board for needed repair and maintenance.  

  • Ensure appropriate maintenance, groundskeeping, security, and custodial requirements for each school building and installation. 

  • Coordinate the District’s Food Service Provider  

  • Direct the general operations and financial procedure of the food service program.  

  • Manage the free and reduced-price federal lunch program component. 

  • Coordinate the District’s Transportation Service Provider 

  • Run a bid process for providers as needed.  

  • Evaluate proposed routes.  

  • Assist with fee collections.  

  • Coordinate Purchasing & Supply Management  

  • Direct the purchase, by competitive bidding, informal quotations, and negotiation, of items of supply, equipment, and contracted services necessary for the operation of the school district. 

  • Review or prepare bidding documents, including notice to bidders, instructions to bidders, specifications, and the form of proposal.   

  • Supervise administrative office services dealing with telephone, postage, and office equipment operation, general mail receipt, and distribution, including courier service for interschool mail and centralized copying/duplicating services. 

  •  Provide cash flow projections and investment maturity dates to the Township Treasurer. 

  • Provide the Township Treasurer with all bank reconciliations, bill lists, and payroll reports.  

  • Perform other duties as assigned by the Superintendent

Qualifications

EDUCATION 

  • Master's degree required 

  • Doctorate degree preferred 

  • A valid Illinois Professional Educators License (PEL) with supervisory endorsement (Principal or Superintendent) 

  • Chief School Business Official (CSBO) endorsement is required 

 

Other Skills and Abilities: 

  • Excellent organizational, time-management, people communication, and decision-making skills; attentive to details, and possess the ability to multi-task 

  • Knowledge of a school district Human Resources department and Business Department 

  • Ability to respond to oral and written directions and communicate on all classification and union levels 

  • Ability to work independently and efficiently with minimum supervision 

  • Maintain the confidentiality of the Human Resources department 

  • Ability to perform open-speaking dialogs, presentations, and meetings 

  • Proper usage of English in writing (i.e. correspondences, and reports)  

  • Capable of using mathematical calculations and formulas  

  • Proficient in Microsoft Office applications 

  • Capable to use web-based applications to complete tasks 

 

Salary/Benefits

Terms of Employment:  Salary is based on market comparisons as determined by the Superintendent and Board of Education.  Twelve-month work year.   

Evaluation: The performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of Classified Support Staff.     

Additional Notes

EXPERIENCE 

  • Previous experience with School Business Office functions preferred  

  •  5 years of Supervisory and Management experience preferred 

  • Knowledge/previous experience with maintenance/building and grounds preferred
