Job Title:  Chief School Business Official (CSBO) 
Department/Group:   Central Office/Administration

Position Summary/Purpose: This is a 12 month position that is responsible for supervising the management of the financial and operational affairs of the school district to provide the best possible education services with the financial resources available.

Role and Responsibilities / Essential Job Functions:

  • Demonstrate support for the Mission, Vision, Core Values and Goals of Mannheim School District 83
  • Assist the Superintendent effectively in providing leadership in the business and financial affairs of the school district
  • Effectively lead the Business Office by coordinating and carrying out financial planning for the District, administering and managing the work duties of the business office staff
  • Develop and maintain services within the District so that maximum economy and efficiency may be realized to the benefit of the District’s educational program
  • Supervise the financial affairs of the District, including handling of all funds, accounting, and reporting procedures
  • Ensure the proper accounting of monies apportioned by the federal, state or local government
  • Provide financial recommendations to the Board of Education as directed by the Superintendent
  • Complete the annual budget and tax levy
  • Monitor and authorize purchases made throughout the District
  • Prepare for the annual audit
  • Demonstrate the ability to maintain the confidentiality of School Board, collective bargaining and other sensitive District information
  • Supervise the bidding process to ensure accordance with federal and state laws and regulations
  • Provide long-range vision and planning for the Board of Education on financial matters and assist the Board with information on the financial impact of long-term goals/plans
  • Acts as adviser to the superintendent on all questions relating to the business and financial affairs of the district
  • Confer with the all other Directors to determine, establish and maintain the financial data necessary for compliance with grant requirements
  • Cooperate with other appropriate administrative personnel in the development and implementation of staff recruitment, interview and selection procedures that will culminate in recommendations to the Superintendent for employment and assignment to fill existing vacancies
  • Assist with Freedom of Information Act (FOIA) responses and information
  • Coordinate statistical, financial, accounting and/or auditing reports and tables 
  • Monitor/assess the performance of self and others for improvements or to make corrective action  
  • Evaluate business office staff  
  • Attend all regularly scheduled meetings of the Board and such staff meetings and committees as required by the Superintendent
  • Participate in the strategic planning process and directs efforts as assigned
  • Ensure the completion and submission of required Illinois State Board of Education reports and grants, transportation claims, and Medicaid cost sheets
  • Communicate, collaborate, and cooperate with colleagues to support the mission, vision, and goals of Mannheim School District 83
  • Responsible for the monthly financial reporting of expenditure, revenue, and balance sheet accounts, as well as the monthly Treasurer’s Report
  • Develop a cash flow and system of investments to create maximum interest revenue
  • Responsible for the management of the District food service program
  • Effectively oversee the bookkeeping, payroll, and accounts payable/receivable departments
  • Actively participates in negotiations with the teachers’ union 
  • Prepare pertinent fiscal data for negotiations, including data relevant to benefit programs
  • Supervise the staff accounting, payroll and all related data in the area of personnel administration; i.e., keep the needed information concerning number of personnel, dollars involved with such personnel and all other related data concerning professional and support staff
  • Advises and assists the Director of Operations and Maintenance in the development of long-term capital projects
  • Works collaboratively with the Director of Operations, Maintenance and the Construction Manager on current and future capital projects: prepare population projections; develop educational specifications; and analyze amortization of bond issues to adhere to budgetary and timeline requirements
  • Perform other duties as delegated by the Superintendent

 

 

 

Qualifications

Qualifications and Education Requirements:

  • Illinois Professional Educator License with Chief School Business Official (PEL/CSBO) endorsement - Required
  • Experience in a public school system is preferred
  • Excellent leadership skills
  • High accuracy and attention to detail 
  • Ability to work with mathematical concepts and statistical inferences  
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions
  • Ability to communicate with all segments of the school and community

 

Salary/Benefits

Starting Salary: $130,000 - based on specific experience

  • Understand the implications of new information for both current and future problem-solving and decision-making 
  • Provide full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times
  • Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
  • Identify complex problems and reviewing related information to develop and evaluate options to implement solutions
  • Excellent oral and written communication skills
    • Requires public speaking, telephone conversations, use of email, writing letters and memos, and face-to-face discussions with individuals and/or groups of people
  • Ability to assess, recommend, design, and implement systemic data and reporting systems 
  • Strong organizational skills  
  • As a multi-language district, we always prefer staff who are bilingual but this is not required

 

 

Working conditions / Environment:

Physical Demands: mobility throughout the office facility, visual acuity close/distance/depth perception, hearing to receive information, verbal to exchange information, sitting for prolonged periods of time, manual dexterity for computer keyboard and telephone use.  Physical demands include bending, twisting, stooping, reaching forward, reaching overhead, lifting up to 25 pounds from the floor, pushing and pulling.

FLSA Status:  Exempt

Evaluation: The Superintendent or designee, in accordance with School Code and Board of Education policy, will evaluate the CSBO’s performance annually.
