Duties
Position Summary Under the direction of the Superintendent of Schools, performs administrative duties and provides leadership in the operation of the Human Resources Department in such a manner as to enhance the performance and morale of district personnel, promote the overall efficiency of the school district, and ensure that student learning and well-being is the primary focus. The position is responsible for the overall planning, organization, administration, and evaluation programs for all certificated and classified employees. As a part of the superintendent’s executive leadership team and cabinet, the Assistant Superintendent of Human Resources is responsible for articulating and executing the strategic priorities of the district’s strategic plan. In addition, the Assistant Superintendent of Human Resources fosters a Diverse, Equitable, and Inclusive (DEI) culture that promotes educational equity.
Essential Duties and Responsibilities:
RECRUITMENT & RETENTION
? Directs the stages of the “Full Life Recruitment Cycle,” attracting the best-talented individuals for jobs and ensuring a Diverse, Equitable, and Inclusive (DEI )workforce that promotes educational equity.
? Participates in and assists in job fairs for hard-to-fill positions and diverse candidates.
LABOR RELATIONS & MANAGEMENT
? Serves as a key member of the district’s negotiation team; monitors three Collective Bargaining Agreements and assists in interpreting and implementing collective bargaining agreements. Adheres to the rules and regulations as established by the NLRB.
? Oversees the District’s Labor Management team; collaborates with union leaders to resolve concerns affecting the working conditions of bargaining units.
? Manages the bidding process for two collective bargaining agreements.
EMPLOYEE RELATIONS & ENGAGEMENT
? Keeps abreast of governmental statutes, regulations, and employment laws related to personnel administration and advises appropriate parties of the provisions of various laws.
? Manages personnel litigation cases and directs resources in consultation with the Superintendent.
? Manages the District’s complaint program process for employee separation from the district, including conducting exit interviews.
? Provides expert guidance on regulatory compliance and labor/employment law.
? Plans, implements, and administers the district’s Workers’ Compensation program; ensures district compliance with state OSHA regulations and other federal, state, and local laws.
? Offers strategic advice to managers on complex matters of employee relations.
? Conducts thorough workplace investigations to identify root causes and recommend appropriate actions.
? Implements progressive disciplinary measures in accordance with company policies and legal requirements.
? Creates a culture that recognizes employee recognition programs, work-life balance, and robust onboarding processes. Leads the district's wellness committee.
PERFORMANCE MANAGEMENT
? Directs and monitors a performance evaluation program for all employees; provides staff development to the management team regarding supervision, evaluation, and personnel management; and collaborates with school and district administrators.
? Provides ongoing support to administrators, ensuring job responsibilities and expectations are consistently evaluated. This includes conducting annual reviews or as mandated by state law."
? Ensures that professional development activities and mandatory training requirements are provided to employees throughout the year.
COMPENSATION & BENEFITS
? Develops job descriptions for new staff positions and coordinates the periodic review and revision of existing job descriptions.
? Research to establish equitable salary ranges for administrative and non-certified staff. Ranks and evaluates positions to determine appropriate job titles for new and existing roles.
? Monitors and coordinates communication among human resources and payroll concerning position control for all staffing; serves as a resource to payroll and resolves staffing issues and concerns.
? Coordinates the employment benefits program with the Chief Financial Officer (CFO) and co-chairs the district’s insurance committee with the CFO.
? Oversees and reviews annual insurance renewal rates and insurance renewal contracts
? Communicates with administrators, personnel, service providers, public agencies, attorneys, insurance companies, and other outside organizations to coordinate activities, resolve issues and conflicts, and exchange information.
RECORDS & REPORTS
? Establishes and maintains a central personnel record-keeping system for all employees; prepares reports as required for state and federal governments.
? Prepares personnel recommendations and reports for the Board of Education; prepares annual sequence of dismissal under IL School Code and issues non-renewals.
? Communicates with administrators, personnel, service providers, public agencies, attorneys, insurance companies, and other outside organizations to coordinate activities, resolve issues and conflicts, and exchange information.
? Organizes the substitute employee program, including selection, training, and evaluation.
Vision/Strategy/Leadership:
? Serves as a strategic advisor, functional expert, and thought partner to the Superintendent, Executive Leadership Team, Cabinet, and administrators regarding human resources and staffing strategies.
? Supports the Superintendent in leading the district’s leadership team.
? Advises the Superintendent on changes in trends, education updates, laws, rules, policies, and other complex issues within the district.
? Collaborates with all department heads to plan for staffing policies and procedures.
? Keeps abreast of current and upcoming practices in the human resources field through professional development, professional associations, and conferences.
? Serves as the district’s Title IX Officer, Affirmative Action Administrator, and Uniform Complaint Officer.
Supervisory Responsibilities:
Supervises the Human Resources department personnel.

Qualifications
Required Education:
? Master’s degree from an accredited college or university specializing in educational administration, curriculum, and instruction.
Preferred:
? A Master’s in human resources management is strongly preferred
? A Doctorate in educational administration, curriculum, and instruction
Required Experience Qualifications:
? Minimum of eight years of experience in education, including educational administration.
? Experience as a school principal.
Preferred Experience:
? Experience as a teacher at multiple grade levels
? Experience as a school leader at multiple levels
? Central office leadership or training Certifications Licenses:
? PEL Administrative, Superintendent, or Principal Endorsement
? A superintendent’s license is preferred
